feat(ecs-patterns): dualstack NLB

Reason for this change

Dualstack NLB is not supported in NetworkLoadBalancedServiceBase.

Description of changes

• Add ipAddressType to NetworkLoadBalancedServiceBaseProps.
  • default value is IpAddressType.Ipv4

Description of how you validated changes

Add both unit and integ tests.
