Subject of the issue

This is to enable labelling target elements in a uniform manner, such as hotgraphic pins.

adaptlearning/adapt-contrib-hotgraphic#303

These tooltips are always displayed, do not read with a screen reader and do not disappear with mouseover or click interactions, as with normal tooltips.
