Feature description and context

We've just added react and linting to the Wildbook system. Now we need to get them into the build process to simplify open source contributions and onboarding, and to standardize across different environments

Feature sign-off requirements

  • maven build is updated to include building react app
  • linting runs on each pr (possibly through pre-commit)
