Start of releases

We're beginning to apply releases to our Ruby SDK.
There's nothing special about this version. It's a rollup of all code to this point.

Going forward, we will apply releases to Ruby as needed, but there will be gaps in the numbers as some SDK changes only merit changes in the other SDKs (sdk specific bug fixes, etc).
