This pull request adds a new
oldsndtosndbinary for converting the old binary-format sounding mode files to the moderndmap-formatsndfiles. There are several options (-old,-new,-adak) for dealing with different iterations of the binary sounding mode files which used different forms of internal compression, variable numbers of ranges, etc. Perhaps most significantly, this routine converts the elevation angles calculated on-site back tophi0using an assumedtdiffvalue andYinterferometer offset, such that elevation angles can be recalculated from thesnd-format files using modern algorithms and/ortdiffestimates.
