add ppanggolin version 2.0.5

There's a new version of PPANGGOLIN!!!

This version is mostly bug fixes. https://github.com/labgem/PPanGGOLiN/releases

I copied the prior Dockerfile and updated the software version ARG.

Pull Request (PR) checklist:

Version 2.0.5 came out, so I updated the files to the current version.
