Description
This PR adds WhitelistToggleEvent (Server Whitelist Toggle Event) and WhitelistStateUpdateEvent (Player Whitelist Toggle Event) into Skript, along with a condition to check for its event states.
Target Minecraft Versions: 1.20+ (player whitelist toggle event)
Requirements: Paper (server event), Paper 1.20+ (player event)
