This is the whole planet, ~72GB download, conveniently named for use with a default SwiftTileServer install.
I will likely be redoing this once a month or so, last run date:

While the full planet file works just fine, presumably extracts might run better. I have always just ran from the planet file.
There is about 100GB free space to play with on the server, so if anyone wants to sponsor me I will take requests and perform region extracts to include. If any, they will be listed here with sponsor(s) credit. Additional space can be acquired if required.

If you want to do an extract yourself, you can use a node utility called tilelive-copy. The following is from the repo used to create the mbtiles, use whatever applies for your environment:
