Qutuf 2.0

In v2.0, Qutuf is made available as-a-Service using Django. And it is accessible at https://qutuf.herokuapp.com

Notes:

• Getting only the output of Lemmatization (Stemming) is available with optional URL parameter functionality=lemma
• You can experiment with a user-friendly output of Qutuf at http://qutuf.com

• Bug fixes. (most of them related to files-encoding that caused parsing nomials to fail).
