Another approach to fix #377

Changed after publishing behavior to jump to individual post if permanent link exists. Removed the IsPage check as I don't think it is necessary.

This seems to change the behavior but doesn't change the wording of the setting.
Open questions of:

• After publishing a new blog post, should OLW open http://blog or http://blog/post ?
• After publishing an edit of an older blog post, should OLW open http://blog or http://blog/post ?
