This addresses feedback in #1809:

  • It moves the FOIA Log footer to the top of the element
  • It provides a browsable list of agencies with FOIA logs, with a dropdown list for each set of logs we have for that agency. These contain links to filter the log list by the agency, or by the agency and the log dates. This browsable list is provided on the FOIA log landing page, instead of on the list page as originally specified.

In addition, it updates our node-sass and sass-loader libraries to newer versions with ARM binaries.
