Added fix for depreciated inspect.getargspec in py3

Deluge 1.13: use py2.7.egg
Deluge 2.0: use py3.9.egg
Note for deluge 2.0: if your deluge version does not run on python 3.9, change the filename to FileBotTool-2.0.3-py*.egg where * matches your python version (eg FileBotTool-2.0.3-py3.7.egg)
If you still have compatibility issues, you may need to re-compile the plugin by following the instructions in the readme
