The `resource` folder must be in the source directory, not at the project root, as the currently shown path suggests. If the file is added under `<project-root>/resources`, IntelliJ IDEA also shows the error `No service provider com.google.devtools.ksp.processing.SymbolProcessorProvider" found` in a red bar at the top of the editor as well as `Cannot resolve symbol [...]` for the content of the file.
