Some plugin like Bazel can add additional *.proto files as additional libraries. This change add a new file resolver that checks such libraries.

@NikitaKatkov I finally was able to run tests when I imported the protobuf modules into the intellij-community (looked at Dart's documentation). Not sure why ac4560c was necessary.
