Allow HTCondor Windows users to select the version of Python installed. The HTCondor ClassAd script is very flexible with respect to Python 3.x version.
Using setx will set the http_proxy, https_proxy, and no_proxy environment variables permanently. These environment variables are honored by a number of commands, though it is not honored by Invoke-WebRequest in early versions of PowerShell (e.g. Windows 2016). Later versions of Invoke-WebRequest (PowerShell 7.1+) will honor it.

I have restored the RC branch pending further discussion as we may still chose to release this. |
The linux-headers-$(uname -r) package was removed from Debian's apt repositories preventing the NVIDIA GPU drivers from being installed. The new image has been verified to contain the headers package.
