This PR introduces a ZStar, free surface following vertical coordinate.
the vertical coordinate evolves in time and is implemented following the recipe in
Rescaled height coordinates for accurate representation of free-surface flows in ocean circulation models that allows the implementation of a general vertical coordinate where the only specification needed is the vertical derivative of the vertical coordinate.
