Changes to TNP reporting Manual

Requirements effective 10/16/2017

This is the current release that TNPs should use for reporting.

These new reporting requirements should be used when submitting data on 2017-10-16 for trips during September, 2017. The new reporting format can be downloaded from the attached ZIP folder.

Original requirements when first published to GitHub

The last effective month of this release was 8/2017 data reported in 9/2017. Please use the relevant release for any later month.

These requirements pre-dated the move to GitHub so were the live ones when we made that move.
