Version 08.13.00 from 2018 branch

This fixes a bug where you could not use autofind together with Z tracking.

Version 08.12.00 installer, using 2018 branch

This version only produces shortcuts for video spot tracker and the CUDA version that can read from files.
It adds the ability to start Z tracking using a properly-configured state file that is loaded on the command line. The file should set the name of the Z tracking input image file and then turn on optimize_z.

The version 08.12.01 installer adds icons to the shortcuts.
The version 08.12.02 installer adds the Visual Studio side-by-side files needed to run.
