This PR sets the site back to "in between events" status.

Moves all of the 2023 authored content into a subdirectory for easy retrieval and future deletion
Moves back to the standard logo and removes header background
Reduces the Nav to minimum
Adds 2023 videos and schedule to history
resets the colors back to standard (I hope)
Fixes external links in subcategories open in a new browser window

(a future PR will bring Sponsors back to the Nav)
