Fix issue with /createmetadata endpoint deprecation

Description

Try to fix the issue with New-JiraIssue because of the deprecation of the createmeta endpoint: https://confluence.atlassian.com/jiracore/createmeta-rest-endpoint-to-be-removed-975040986.html

Should solve these issues: #461 #469
