Edits for clarity

Changes proposed in this pull request:

  • Clarify introductory language for admin tasks billing code, including org meetings.
  • Reduce emphasis on supervisory tasks, which are less common for new hires and most folks.
  • Reduce the risk of people skimming past this and billing huddles and org meetings to the wrong unbillable code.
