Скорость мержа обычно мгновенная, и не зависит ни от чего.
А вот добавлять предлагаемый канал или нет - зависит от многих факторов. В основном от полезности и интересности контента, а также от возраста канала, и от активности развития и наполнения.
Плюс ко всему, нужны правки в сам pull request: предлагаемые новые каналы должны располагаться снизу, а не сверху.

Пока наблюдаем.
