This PR adds timeout to the blocking API of UART (
writeandflush), that was previous potential infinite loops, if started in a misconfigured state.It moves the timeout handling from i2c to a general
timeoutmodule, that can be used for all peripherals down the road.All timeout handling is feature-gated behind the
timeflag.
