Common code for the Ekklesia e-democracy platform.

- Testing: pytest, WebTest
Frontend
- Templates PyPugJS (similar to Pug) with Jinja as template engine.
- Sass Framework Bootstrap 4
- htmx for "AJAX" requests directly from HTML.
