Includes 2 fairly minor updates to the 'Building accessible services' page:

Update references to WCAG 2.1

In several places we reference WCAG 2.1 AA. WCAG 2.2 AA is now the legal
standard, so this commit updates those references appropriately.

Also removes some text about when the guidelines came into force - this
information feels less useful now that the dates in question are no
longer recent.

Simplify alt text guidance

Fixes #834

This came up in a previous review - our alt text guidance duplicates and
sometimes contradicts information that's contained in the Design System
guidance. This commit reduces the amount of information we provide here
and refers people to the Design System guidance instead.
