Closes #1029. CFIS modeling enhancements per ANSI 301-2022 Addendum E.

• CFIS systems w/o automatic flow control of outdoor air (CFISControls/HasOutdoorAirControl=false)
• CFIS systems with no strategy to meet remainder of ventilation target (CFISControls/AdditionalRuntimeOperatingMode="none")
• CFIS systems where blower fan runs at a fixed interval regardless of heating/cooling runtimes
• CFIS systems where supplemental system runs simultaneously with the blower fan during heating/cooling runtime
• CFIS systems connected to ductless systems like PTHPs
• CFIS fan power vis-a-vis blower fan power
• ???
