Small desktop header - Move site navigation menu to far left

Current design has the site navigation collapse onto the far right of the Zoo Header. When signed in, there are 2 menus on the far right of the Zoo Header. This is less than ideal UX.

Describe the solution you'd like

It has become a norm for the site navigation to be located on the far left, next to our logo, and the user's options to be on the right.

If we move forward with this I can open a related issue in PFE to match styling.
