Port TOML ConfigProvider #1051

The ConfigProvider should have zero dependency (as much as possible).
It is hard for a one-stop-shop library like zio-config to keep track of the changes in underlying Java libraries for simple configuration parsing.
Therefore important to custom build parsers similar to https://github.com/afsalthaj/xml-parser-4s, and build IndexedFlat from the intermediate structure, similar to https://github.com/afsalthaj/xml-parser-4s/blob/master/src/main/scala/com/thaj/xmlparser/XmlObject.scala#L8
