La liste des étapes qui permet de reproduire le bug :

Avec user1, abonnez-vous à deux tags sur le forum
Avec user2, créez un sujet sur un forum avec ces deux tags
user1 reçoit deux notifications pour le sujet créé par user2

Une unique notification.
