Manifest-side, munki/osquery enrollments can't use quota's/serials/udid's for filtering/restriction

Only tags are available as a filter/restriction when creating a munki/osquery enrollment. I can understand if this would be back-burnered due to not having it wired up when munki is the distributor, but I'd like to use quota's (serials/udid's are less of a priority) when enrolling clients and trying to gauge event load.
