This means:

  • Remove CI testing.
  • Remove CI builders.
  • Upgrade Rust past 1.69 without handling the lack of macOS packages.

In theory we might be able to maintain "Tier 3+" support by switching from native builds to cross-compilation, but if that isn't easy to do then we should not block on it.
