Utilize null-null-null/ember-get-config addon

Use https://github.com/null-null-null/ember-get-config in order to get the config in addon/adapters/socrata.js to obviate the need for injecting it via app/adapters.application.js (https://github.com/zachgarwood/ember-socrata/blob/master/app/adapters/application.js#L6).
