I imported the settings.jar in WebStorm 11, restarted, and the color theme still doesn't show up in the list of themes.

I have the same issue with IntelliJ IDEA 2016.2.5

Same issue with PyCharm 2016.3, but it works in WebStorm 2016.3. This led me to some investigation, because both IDEs are on the exact same IntelliJ Platform.

It turned out that I had settings repository configured in my PyCharm (https://www.jetbrains.com/help/pycharm/2016.3/settings-repository.html). I did the following:

  1. Copied "One Dark.icls" to .PyCharm2016.3/config/settingsRepository/repository/colors/
  2. Restarted PyCharm
  3. Commited the file to my repository

And it worked, now I have the OneDark theme. I have reported this as a bug to JetBrains: https://youtrack.jetbrains.com/issue/PY-22794
