Send weekly report

Sarabun: all open issues in the system.
Head: all open issues in his/her assigned_department.
Officer: all open issue in he/she is in assigned_user.

Template something like this:

คุณมีเรื่องร้องเรียนที่ยังเปิดอยู่ทั้งหมด 10 เรื่อง
ดูเพิ่มเติมที่ https://admin.icare.eng.chula.ac.th/issue
