Should application override keys regardless of the group? #112

Currently application overrides keys only for the matching group:

vendor
   package1
      [Group] web
          [Key] MyInterface
app
  [Group] common
      [Key] MyInterface

Would currently cause conflict as seen in #109.

Should application override keys regardless of the group?
