This PR migrates content from docs.modernxmpp.org to xmpp.org.

Closes #1351

TODOs:

  • basic content migration
  • adapt URLs
  • add missing formatting blocks to xmpp.org's theme
  • check markdown links and formatting
  • check content for mentions of modernxmpp.org
  • link to implementation guidelines pages throughout xmpp.org
  • write announcement post
