I need someone to help me design a question importer.

I have some .csv files I want to make into questions in the WP-Pro-Quiz plugin in WordPress.
WP-Pro-Quiz Plugin is a plugin that allows users to take a test on Wordpress Websites.

I am currently using MT-Quiz-Import Premium Version. However, I can only use .xls file but excel only limit 255 characters per cell. If the question or answer is longer than 255 character, I cannot upload.

That's why I need someone to design me a plugin that allows me to upload from .csv or other means that allow my question to be longer than 255 characters.
