I am trying to understand the optimal state-values and I could not find any explanation about why do we have zeroes on cliff states (37-46 states). Can you maybe help me understand it?
If state 37 has a higher value (0) than state 24 (-12), what would stop an agent from stepping off the cliff immediately?..
