I have created a publish.yml in the v1 release candidate branch, but @DavidOry and @i-am-sijia I can't get the github action to publish it from the wsp-sag account b/c I'm not an owner of it and lots of other blockages...

(I can individually push it to pypi on an ad-hoc basis, but that isn't reliable into the future )

The sustainable solution of allowing the github action to publish to pypi can't be activated until we move network_wrangler to an organization we have more control over....say network-wrangler?
