2021 artifacts for edu.wpi.first.shuffleboard.plugin:networktables were never published #696

Note how https://frcmaven.wpi.edu/artifactory/release/edu/wpi/first/shuffleboard/api/ has 2021 artifacts.

edu.wpi.first.shuffleboard.plugin:cameraserver were not published either

This is simpler, and avoids having to use old versions of plugins

I doubt it.

There isn't a reason to go back and publish 2021 artifacts. There is reason (plugins) to fix publishing so that current API artifacts are published.

If so, how does anything work?
