The temporary CDX will be useful in a 1.1.x or 1.2.x release of Browsertrix Crawler, but for now isn't being picked up by py-wacz, so we should disable it for now until we have a use case for it.

Fixes #498 

To revert after 1.0.0 when we make changes that allow for using the temp
CDX in WACZ creation.
