Models and model groups not shown if locale EN doesn't exist in tenant

What are the steps to reproduce this bug?

In a tenant, define a model and a model group in any locale other than EN. Set the locale to default and delete locale EN. All models and groups disappear.

What is the expected behavior?

All models and model groups remain visible and searchable.

What do you see instead?

No models, no groups

Additional information

If locale EN is added to the tenant, models and model groups appear again.

Possible solution

Not requiring EN as a set locale. Working with any default locale.
