Support for 'releasestate' property for taxonomy attributes #416

Currently, only 'term' supports releasestate. Wonder if it will be useful to also add a support at the attributes/properties level?

For instance, if for an enum type, if there is a need to deprecate an option, currently there is no safe way to mark it as deprecate.
