Unify device specific settings from luna-sysmgr-conf etc to configd? #30

For each target, settings are now stored in different places: configd, luna-sysmgr-conf and luna-surfacemananager-conf.

See if/how we can unify them in 1 place. luna-sysmgr-conf is probably the easiest to start with.
