What does "threat" mean in threat_type? (Code list appears wrong)

From the code list: "threat: The victim had some kind of weapon visible to the officers on the scene."

However, there are a fair number of unarmed people who get this code -- and unlike the one case of an unarmed man coded as "shoot" (he had a gun and fired at the cops earlier in the encounter, but was unarmed when he was actually killed), "threat" is applied to some people who, as far as I can tell, never had a weapon, but allegedly claimed to have a weapon, made verbal threats, or charged at the cops.
