"WAGTAILLOCALIZE_SYNC_LIVE_STATUS_ON_TRANSLATE = False" not working with auto sync from another locale

I have set WAGTAILLOCALIZE_SYNC_LIVE_STATUS_ON_TRANSLATE = False
When choosing a single live page to translate to another locale it works fine. It sets the page to "Draft".

This doesn't seem to work with "Synchronise content from another locale" enabled.
Synchronized content will be published as live.

Is this supposed to be like this or is there another setting i need to apply?
