That is because you haven't the access to do that, in the tutorial the uses the repo creator as example I guess.

You don't need to approve. It is depending on the owner. If you have created a pull request, that is well enough.

if you fork repo from w3school then made your edits, you have to issue the git command from git bash, like the following:

$ git push origin

so you can approve your own pull request.
