Look into labeling issues with "Needed by other TF" differently #1980

We have a label "Needed by other TF" that is meant to list issues that are related to other task forces.

At the moment the list consists of mostly (but not all) scripting API issues.
Anyhow, once we will have other task-forces raising issues it is not clear anymore "who" is waiting for this issues be resolved. Hence, we in the scripting task force think it would be better to create a label for each task-force, e.g. "Needed by Scripting API TF" etc.
