Follow up of #800.

We need to add a means to answer "If canMakePayment is true, is there a valid credential that could be used to make a payment?"

@ianbjacobs, @mountainhippo, @adrianhopebailie, when I filed this at TPAC, I was unclear what kind of urgency there was on this from the WG members and if this should be part of V1. I'm wondering if you could poll the WG to find out? That will really help with planning.
