Accessibility is always an important consideration for any W3C specification work. Have you considered how to make the Bullet Chat comments accessible? This would be an issue with canvas based rendering, for example.

I think accessibility is a challenge topic. Normally danmaku only provide some non-essential information of the main content (video), mainly for fun, so it's ok to ignore some or all comments in watching. And danmaku normally could be disabled at all. Actually it's even impossible for the ordinary people to catch all comments in many cases and sometime there are too many comments in the screen which make u can't see the main content :)

Of coz, this doesn't mean we do not need consider accessibility. But it should be allowed to solve the issue in much relax way.

Currently, bilibili also provide all danmaku comments in a separate list in the webpage which initially collapsed but can be expanded and become accessible , I believe it could be treat as a possible solution for accessibility requirements.

As an ordinary user, I think accessibility of over the screen comment can be improved for users with some but not total visual disparity by some of the following measures

  • Adjust/restrict diaplaying comment density, speed, font size, font type of those comments
  • Make sure color used for these comments are in high contrast of the color used in video
  • Provide an option to display those over the screen comments statically on the video or next to the video instead of letting them fly over the video. For comments displayed on the side there can be option to either autoscroll/highlight according to video time or disable it for further viewing comfort
  • Separate and label "key" comments made by or marked by content creator, so that audiences disabling the general over-the-screen-comment can still notice those marked information
